The resolution adopted by the deputies talks about methodology, risk analysis and European integration, but does not at any point ask the HIDACCI to increase criminal referrals. Meanwhile, reports have dropped significantly in recent years, while the European Commission calls for more transparency and effective verifications.
The High Inspectorate for Asset Declaration and Control (HIADACCI), the institution tasked with controlling the assets of politicians and senior officials, appears to have become one of the most "comfortable" institutions for the political class.
On Thursday, the Assembly approved the annual resolution for the HIDAACCI. The document contains 11 recommendations, talking about risk analysis, systems modernization, performance indicators, whistleblowers, European integration, institutional cooperation and new methodologies.
But in more than ten pages of recommendations, an element that is directly related to the institution's mission is missing: at no point do the deputies ask the HIDACCI to increase the number of criminal reports or to intensify controls on high-level officials.
The resolution requires the institution to "review and update verification methodologies", to "develop the institutional model of supervision based on risk analysis", to "strengthen inter-institutional cooperation", to "modernize electronic systems" and to report on the implementation of the European Commission's recommendations.
But nowhere is it required to produce more concrete results in the fight against wealth concealment.
This detail becomes even more significant when viewed alongside the institution's own statistics.
According to the annual report of the HIDACCI, during 2025 only 16 criminal and other referrals were made.
" For the reporting period, there were 75 administrative measures with fines, as well as 16 criminal and other referrals ," the annual report states.
But the report does not provide any information about who these 16 cases belong to. It is not known whether there are ministers, MPs, deputy ministers, mayors or heads of institutions among them.
Instead of analyzing the last year, HIDACCI chooses to present statistics collected for more than a decade.
" For the period 2014-2025, 610 subjects were referred to the Prosecution Institution, including MPs, mayors, heads of institutions, judges, prosecutors... ," the report states.
However, this multi-year balance does not change the fact that in recent years the number of reports has decreased significantly.
Since Evgjeni Bashari took over the institution, criminal referrals have dropped to minimal levels, while no criminal charges have been filed against ministers or MPs, despite ongoing public debates over their assets.
This is precisely why the way the Assembly has constructed the resolution is striking. The MPs are asking for more analysis, more methodology, more performance indicators and more reports, but they are not asking for more investigations or more reports.
Meanwhile, the European Commission has also raised concerns about the work of the HIDACCI.
In the progress report for Albania, Brussels emphasizes that: " The effectiveness and transparency of verifications of declarations of assets and interests by the HIDACCI, including high-risk profiling, should be increased. Declarations of assets should be made public online, in accordance with legal requirements. Coordination with law enforcement should be further improved ."
In another part of the report, the European Commission explicitly requests: " The HIDACCI should ensure that asset declarations of politically exposed persons are publicly available online ."
So, while Brussels demands more transparency, more verifications, and stronger coordination with law enforcement agencies, the Albanian Parliament does not prioritize increasing the crackdown on officials who hide assets or violate the law.
In the end, the resolution produces a paradox: the institution that controls the assets of politicians receives recommendations from the politicians themselves, but among them is precisely the demand for more criminal charges. And this is why for many, the HIDAKKI continues to be seen as an institution where politics feels more relaxed than controlled. / Pamphlet
