The main suspect of the SPAK special prosecution, Nuredin Dumani, has been taken into custody for the second time, as this time his involvement in criminal activity has been proven in file no. 9, otherwise known as the "Metamorphosis" file.
The contract killer continues to be implicated in several criminal cases and events, where this time he has been charged with providing the conditions to commit the murder of Dorian Duli, a resident of Shkodra, the latter being an enemy of Behar Bajri in Shkodra.
This is a file initiated by SPAK in 2023 and has been divided into three different proceedings. Along with Nuredin Duman, Denis Bajri, who was recently extradited from Dubai, and 7 other people who have been declared wanted, have now been taken as defendants.
Each of the wanted individuals has different charges and different criminal episodes.
Eljo Hato and Arsad Bashli, (wanted) are accused of "Premeditated Murder" attempted in the form of a "Criminal Group" to the detriment of Taulant Pepaj, "Unlicensed Possession of Weapons" and "Corruption of a Judge".
Bardhyl Mavraj, (wanted) is accused of "corruption of a judge and prosecutor" and providing the conditions to commit the murder of Dorian Duli, Ibrahim Lici and Genci Tafili.
Klaudor Hakaj, (wanted) is accused of "Providing the conditions to commit the murder" of Kleanth Musabelliu, committed in the form of a "Structured Criminal Group".
Denis Brajovici, alias Bajri, is accused of Premeditated Murder committed in the form of a criminal group to the detriment of his friend, Gjin Ndoj, Unauthorized Possession of Firearms, and Providing the Conditions to Commit the Murder of Genc Tafili, Dorian Duli and Ibrahim Lici.
The wanted person, Prekë Kodra, is accused of "Providing the conditions to commit murder" within the framework of the "Criminal Group", to the detriment of Genc Tafili, Ibrahim Lici and Dorian Duli.
Nuredin Dumani is accused of providing the conditions to kill Dorian Duli and Indrit Doklen.

Dumani talks to Bardhyl Mavraj and Aleksandër Baho about the murder of Dorian Duli, but surprisingly the latter has not been held criminally liable by SPAK and no personal security measure has been issued for him.
The personal desire for the execution of Dorian Duli and Ibrahim Lici was that of Behar Bajri, who had just been released from prison and could not accept the company that Duli had with his enemy, the Lici family.
To carry out Duli's murder, the two cousins Behar Bajri and Bardhyl Bajri (Mavraj) had tried and recruited Astmer Bilal, Denis Brajovic, Prek Kodra, "Leksi i Druve" in Lezha, Pëllumb Gjoka, the former SP MP in Lezha, Arben Ndoka, and the former chief of police of Shkodra, Ardrit Hasanbegaj.
Pavarësisht ndjekjes këmba-këmbës të Dorian Dulit dhe njerëzve të tij, sërish plani i tyre nuk ka ecur për finalizimin e vrasjes. Kjo pasi të gjithë i frikësoheshin një kundërsulmi nga Dor Duli, i cili qëndronte gjithnjë i armatosur.
Bajrat, morën kontakt dhe hynë në negociata me dy emra të tjerë, si Nuredin Dumani dhe Aleksandër Baho (Sakatin).Përmes Bardhyl Mavraj, Bajrat, i dërguan mesazhin Nuredin Dumanit se pagesa për kokën e Dulit ishte 200 mijë euro.
Për të kryer siguri Nuredin Dumani i thotë Bardhyl Mavraj se:”…Dorin do ta mbaroj unë, sa do që të më thuash…unë s’të ve çmim, por ti shife vetë…”.
Nga ana tjetër Mavraj i shpjegon dhe arsyet Nuredin Dumanit se përse duan ta vrasin Dorin si dhe përcakton limitin e parave që ofron për ekzekutimin e Dulit.
“…vlla Dori, s’na ka ba as dëm as gjë se me dashtë dhe të vllan e kemi me ja kry, por s’është se na ka ba dam kund. Thjeshtë është tu na nejt me do hasëm tonët dhe për kët dona me e hek. Ta them me pastërti, le që s’ja vlenë por nuk hellim mbi 200 për Dorin…”-i thotë Bardhyl Mavraj.
Më tej gjatë kësaj dite Dumani dhe Mavraj, flasin për të siguruar makinë, një makinë për Nuredin Dumanin dhe pasi kanë diskutuar për makinën në mbyllje të bisedës Nuredin Dumani i dërgon mesazhet: ”…do ti këpus…rri pa merak…ok trujt zoti vlla…mos ki kerak….hiq…”.
Për të kryer vrasjen Dumani, kishte aktivizuar dhe Aleksandër Bahon, i cili do siguronte makinën, njëherësh do nxirrte në pritë Dorian Dulin. “Sakati” është një personazh që del në komunikimet e “Sky”, teksa bisedon me Dumanin për të vrarë, Lulzim Mashën në Tiranë.
Nxjerrja në pritë do kryhej pasi “Sakati”, t’i kishte dhënë drekën, Dorian Dulit. Kjo tregon se mes Dulit dhe Aleksandër Bahos ka pasur njohje të mëparshme.
Sipas bisedave, duke shfrytëzuar këtë njohje Sakati ka mundësi t’i afrohet Dulit dhe të zbatojë planin e Nuredin Dumanit. Në një bisedë mes “Sakatit” dhe Dumanit, ai i thotë:
”…jam duke e menduar këtë vëlla, me ja fut këtu atë që thua ti. Por normal që shteti, do bëjë hetime dhe do shikojë që ai ka qenë këtu dhe ka dalë nga këtu. Dhe me u plas diku në vend tjetër, normalisht që kamerat do i shikojnë dhe do jem unë i dyshumi kryesor…”.
Më tej “Sakati” i shpalos Dumanit një plan për ta thirrur në drekë, Dorian Dulin dhe me e vra aty duke ngrënë bukë, duke ja futur sasinë e tritolit brenda në makinë.
“…por po mendoja me e thirrë për drekë më nai vend, dhe me ja fut atje, por duhet gjet ndonjë nga këto, të mos trembet mos ketë frikë. Kështu do ishte më mirë si thua ti vlla? …do ishte ma mirë me i marrë diku për drekë dhe me ja gjet mundësinë, me ja fut mrena…”.

Nuredin Dumani (Alkatrazi), nuk ka hequr dorë nga plani i tij për të vrarë Dulin, përmes një shpërthimi të telekomanduar me 3 kg tritol që do i futej brenda në makinë.

After sending a copy of the conversation to Bardhyl Mavraj alias Bajri, Nuredin Dumani sends the following messages: "...I want to put about 3 kg of explosives in the car and a motorbike with two people to go and secure the back... with UZI..." (Tomsona).
Bardhyl Mavraj, after learning about Nuredin Dumani's plan and referring to the conversation he had about the "Mercedes Benz 5000 cubic meter" car, sends him a message: "...how do you see the opportunity, see the situation yourself, I guarantee what I said. Think about it yourself, but the job is to get it done, brother. Now I don't know how to deal with them, they said that you know better what the opportunities are there..."
While Nuredin Dumani replies: "...no, I don't need a car, I'm doing it like this. I'll bet that when it gets dark, there's no one else to get in, he's on the cross now, there's no living thing on earth that can save him...".
While Mavraj returns the favor by sending him a message implying a guarantee for the payment of 200 thousand euros for the crime: "...brother, what did we talk about? Tell me 3-4 days before the job is done and what did we talk about? You can have it with me or we can find a mutual friend and have it with a third party, whatever you think...".
Meanwhile, their communication continued through the "Sky" application, exchanging information about the type of car, a "Golf 7" R32 driven by Dorian Duli and Genc Tafili.
According to the conversation, Nuredin Dumani agrees to meet with Bardhyl Mavraj, but only after he has committed the murder of Dorian Duli, and then, according to Dumani, the meeting would take place in the same way as Ismail Qemali and Isa Boletini.
