
From January 2026, car insurance will change significantly for all drivers in Albania. The much-discussed “bonus-malus” system, approved in 2025, finally comes into effect after a “trial” year that was considered year zero.
Under this system, drivers who have caused accidents will be penalized with higher insurance rates, while drivers without incidents will benefit from price reductions. This assessment is based on 7 risk factors: the engine power of the car, the driver's age, driving experience, vehicle use, registration district, vehicle age and accident history.
But this is where the criticism has started. The regulation favors citizens who have registered their vehicles in regions like Berat, Dibër or Kukës, offering them lower prices, while penalizing those registered in Tirana, Durrës, Elbasan and other large cities, due to the higher number of accidents.
This zonal exemption has also sparked debates in parliamentary committees, where majority and opposition MPs have requested changes to the final draft, calling the discrimination based on region unfair.
The regulation is expected to directly affect thousands of citizens and bring a knock-on effect on the insurance market and the price of assets. The Financial Supervisory Authority is expected to publish technical instructions within January for practical implementation.
