The Mayor of Durrës, Emiriana Sako, in addition to distributing tenders to companies that provide parts according to bargains; her husband, brother and brother-in-law also distribute tenders worth millions of Euros.
The record tender worth 9 million Euros is the company "Mektrin Motors" of her husband Landi Shahini, who, on December 17, 2008, after receiving a file as a drug trafficker and car smuggler in Italy, transferred the shares to his brother Edmond Shahini with a fictitious sale of 2.3 million lek, while before the sale, he changed the name from "Blu-Auto" to "Mektrin Motors".
Until 2016, the company "Mektrin Motors" was engaged in car service and sales for private individuals, while later, when Emirana Sako joined the Socialist Party and was appointed Director of Territorial Planning and Development, Director of Services, Deputy Mayor and Mayor, the company entered tenders for the sale and rental of cars for government institutions.
According to the Public Procurement register, the company "Mektrin Motors Sh.pk" of the husband, brother and brother-in-law of Mayor Emiriana Sako, has received 9 million Euros in tenders.
These millions were received from the Durrës Water Supply Company under its jurisdiction; from the Ministry of Defense, the Ministry of Tourism, the Border Directorate, the Police Directorate, and from the police stations of Tirana, Durrës, Fier, Vlorë, Saranda, Gjirokastër, Korçë, Berat, Elbasan, Lezhë and Kukës.
It has received tenders from the Public Procurement Commission, the Municipality of Elbasan, Albpetrol, the Post Office, the Central Inspectorate, the Youth Agency, the Roads Directorate and other state entities.
The next tender, won by Mayor Emiriana Sako's company on June 24, 2025, from Police Chief Ilir Proda, with a contract value of 2.4 million Euros for rental cars for the state police, giving it a value of 300 thousand Euros more than the lowest bid.
Since the "Rama" government and SPAK do not consider it a violation of the law on conflict of interest, Mayor Emiriana Sako is not being prosecuted and is continuing to receive tenders, even without competition and with 95% to 100% of the limit fund.

- "Landi Shahini Person-Fizik", with construction activities, import-export, trade in consumer and industrial goods and service points, car rental and trade.
- "Anxhelo Sako-Person Fizik", with import-export activity of goods, cars and constructions.
- “GEF.AL Sh.pk”, with wholesale trading activity in oil, gas and their products.
- “RENT ME Sh.pk”, with trading activities, renting out motor vehicles; and “GO 5 FIVE Sh.pk”, with publishing activities, graphic projects and promotional writing and advertising.
With these 11 ghost companies, the husband, brother and brother-in-law of Mayor Emirana Sako, channel, hide and launder millions of corruption, smuggling and trafficking, without even declaring their tax balances./ Pamphlet
