The number combination 8647 has appeared in the heart of Washington. It is a code used by critics of Donald Trump and has played a role in the past. The numbers 86 and 47 caused concern at the United States Department of the Interior on Thursday. A department spokesman described the numbers as an act of “crazy vandalism” and announced that those responsible would be held accountable. But why exactly are these numbers worrying the department so much?
The debate over this number combination originated in a photo that former FBI Director James Comey posted on Instagram in May 2025. The photo showed seashells arranged in such a way that they formed the numbers 86 and 47. Alongside the photo, Comey wrote, "Interesting shells during my walk on the beach."
At the time, critics accused him of calling for the president's assassination. The number 86 is considered a slang expression meaning " to get rid of something ," while the 47 refers to the 47th president of the United States, Donald Trump.
In fact, the expression “86” is also found in American dictionaries. Its exact origin remains unclear. In the hotel and restaurant industry, this code is used, among other things, to indicate that an unwanted customer should leave. However, according to some interpretations in criminal circles, it can also be understood as an incitement to kill someone.
Comey said at the time that he had found the shells in that shape and had not thought they could be interpreted that way. He later deleted the photo. In April, the Justice Department charged him with threatening the US president.

Since then, the combination 8647 has become a symbol of Trump’s opponents. For example, a protest group uses a flag with these numbers during an ongoing anti-Trump protest in Washington. Earlier this month, a judge allowed the flag to be used after the Justice Department took action against it. In the reasoning for the decision, the judge wrote that the use of these numbers, “by any reasonable standard, represents only support for the impeachment and removal of the president from office, that is, to remove him from office.”
On the National Mall, the numbers were placed on the lawn next to the World War II Memorial. From the ground, they were indistinguishable. Passersby would have noticed only a few brown spots on the grass. But from a higher vantage point, like the nearby Washington Monument, the numbers could be clearly seen.
It is not yet known when or how the markings were created on the lawn. According to US media, vehicles from the park police, firefighters and the National Guard blocked off the area on Thursday. Grass samples were also taken to determine how the markings were created.
Increased attention for two anniversaries
The National Mall is a well-known public space in downtown Washington, often used by various groups for protests.
For example, in September 2025, an anonymous group of artists placed a statue of Donald Trump there alongside convicted sex offender Jeffrey Epstein, in protest of the way documents related to the Epstein case were being handled.
The National Mall will be under increased scrutiny in the coming weeks as part of the celebrations for the 250th anniversary of the founding of the United States. In recent days, skydivers have been practicing landings on the area. In addition, this weekend marks the 80th anniversary of Donald Trump's birth.
The unknown perpetrators of the action seem to have calculated precisely these circumstances to attract as much attention as possible and provoke a reaction from the US government, perhaps even from Trump himself.
On behalf of the White House, the president's spokesman, Davis Ingle, reacted in a statement to the Washington Post. He wrote: "Any person who engages in or condones political violence or a culture of assassination should be punished in the most severe manner.
