Throughout the nearly 45-year period of the communist regime of Enver Hoxha and his successor, Ramiz Alia, from the beginning of 1945 until 1991, Albanian territorial waters, from the northernmost border near Franz Josef Island of the former Federal Republic of Yugoslavia, to Cape Stillo at the southernmost tip of the country on the border with Greece, have been the site of hundreds of cross-border maritime incidents, as they have often been violated by foreign ships and other vessels, such as motorboats, speedboats, yachts, etc., which belonged to different countries. Starting with those of neighboring countries, such as Greece, Italy and Yugoslavia, to those of Israel, America and the Soviet Union, which for official Tirana and its leader, Enver Hoxha, were considered the three most hostile countries, with which the People's Socialist Republic of Albania did not have and categorically refused to establish official relations.
If we take a look at the archival documents containing the operational communiqués of the Ministry of Internal Affairs, it turns out that the violation of territorial waters by foreign ships was more pronounced from 1968 until 1990, when the communist regime in power began to falter, which led to its collapse at the beginning of 1991. And throughout this entire period of time, the place where there have been the most maritime incidents and the most foreign ships and motorboats have been captured, turns out to be the area of the island of Sazan and along the coast of Vlora, starting from Porto-Palermo, Zvërnec, and up to the vicinity of the Seman estuary.
Given the situation of those years, now known as the "Cold War" period, almost all foreign ships and vessels that violated Albanian territorial waters were considered "hostile" by the ruling communist regime and that "they came for reconnaissance and diversion purposes", which meant that they were followed and escorted by the ships of the Albanian Naval Fleet (Torpedo Boats) to the nearest ports, such as Saranda, Vlora, Durrës and Shëngjini. Më 8.1.1971, ora 24.00, një anije turke me emrin “Ismail Gilje – Glu Somsun”, për shkak të kohës së keqe, u fut në gjirin e Sazanit në Vlorë dhe kërkoi strehim e uli spirancat. Në vend shkoi një kater i flotës tonë ushtarake dhe e ftoj të vinte në port, por ekuipazhi turk nuk pranoi dhe atëhere kateri jonë qëndroi në roje të tij. Në orën 6.40 të datës 9.1.1971, ngriti spirancat dhe mori drejtimin për t’u larguar. Është njoftuar Ministria e Mbrojtjes Popullore. Mbas 5 orësh, anija turke refuzoi të kthehej në portin e Vlorës. Çështja ndiqet nga Dega e III-të. Shoku ministër u njoftua nga Drejtori i Drejtorisë së I-rë.

Më 22.1.1971, ora 9.00, anija greke “Shën Sofia”, që shkonte nga Greqia në Itali e ngarkuar me Manjezium, është futur në ujërat tona territoriale në kanalin midis Karaburunit dhe Sazanit. Anija është me ekuipazh prej 9 personash, pretendojnë se erdhën aty për shkak të kohës së keqe dhe kërkojnë ndihmën tonë. Anija është mbajtur në radë nën kontrollin e anijeve tona luftarake deri sa të sqarohet çështja.

Anija çisternë italiane “Kiniford” me ekuipazh 10 veta, duke udhëtuar nga Konstanca e Rumanisë për në Venecia, rreth orës 10.00 të datës 2.2.1973, hyri në ujërat tona 2 milje larg Sazanit dhe mori drejtimin për në Durrës. Në afërsi të derdhjes së Vjosës, 3 milje larg bregut, kapet nga një flotilje e forcave tona dhe shoqërohet për në Vlorë. Pretendojnë se u futën në ujërat tona për shkak të kohës së keqe, gjë e cila vërtetohet edhe nga organet tona kompetente. Në pasditen e datës së sipërme, anija u la e lirë për në destinacion.

Pas verifikimit rezulton se anija është transporti ruse “Balltik”, e ngarkuar me drith me 18 veta, e cila vinte nga Bari e lundronte për në Odesë. Vazhdon të qëndrojë e ankoruar për shkak të kohës së keqe.

Më datën 14.4.1985, ora 7.45, nga Marina njoftohemi se në Pelingun 190, distance 3, (përballë Ksamilit), është futur në ujërat tonë një anije cisternë sovjetike. Nga ana jonë doli Katëri me motoskafin e, me shumë kujdes për ta shoqëruar, që ajo të dalë nga ujërat tona. Anija sovjetike lëviz me drejtim Veri-Perëndim.

Më datën 11.4.1986, ora 21.30, në pjesën perëndimore të ishullit të Sazanit, në afërsi të brigjeve, është akostuar një motoskaf i huaj i cili u shoqërua nga një kater i Ushtrisë për në Portin e Vlorës. Në të ndodheshin një djalë dhe një vajzë, shtetas italian: Marko Govani, vjeç 27, veteriner i lartë, Rita Gethi, vjeç 26, banuese në Ferona të Italisë, ekonomiste e lartë. Pretendojnë se janë detyruar të akostojnë, për arsye se deti ishte i fortë. Po udhëtonin nga Korfuzi për në Dubrovnik të Jugosllavisë. Në kontrollin e motoskafit nuk u gjet gjë e dyshimtë. Pranojnë se kanë bërë gabim dhe presin çdo lloj mase. Shokët e Flotës thonë se ka patur det të fortë, i palundrueshëm për këtë lloj motoskafi.

Më datën 17.10.1986, në afërsi të derdhjes së lumit Ishëm, u diktua një motoskaf i huaj që i afrohesh bregut deri në ceki, me motor të shuar. Në vend shkoi grupi operativ i përbërë nga shokë të kufirit, drejtorisë së Portit, del se motoskafi është i Shoqërisë ALB-TRANS, i nisur nga Italia për në Durrës, për të cilin kanë pasur dijeni organet e portit të Durrësit. Motoskafi ka pasur defekt në motor dhe për këtë u rimorkjua.

On 26.11.1988, a ship with a Libyan flag arrived at the port of Vlora, with a crew of 23 people, including one woman, 18 of whom were Israelis, 2 Russians, 4 Portuguese and 1 Yugoslav. The purpose of the arrival was to load gasoline. During the search, two Belgian pistols with 100 rounds, 2 Soviet automatic rifles and a light machine gun with 1092 rounds were found. Initially, they were reluctant to surrender, but later the weapons were taken into custody and measures were taken to secure the ship.
