The Chief of the Roskovec Police Station, Mariglen Koroveshaj, has revealed details from the several-hour negotiations with 35-year-old Refit Buzi, who kidnapped his ex-fiancée Rozalinda Plaka, shortly after killing her parents in the village of Vidishte.
Koroveshaj says that as soon as he was notified of the incident, he set out to track down the perpetrator and maintained communication with him for hours, with the sole aim of saving the 24-year-old's life.
"We were in constant communication for several hours with the perpetrator, until he was convinced and asked me to personally approach the place where he was with the hostage. It was his choice after about two hours of negotiations," he recounts.
According to the Police Chief, the 35-year-old set a clear condition: he had to approach alone and without a weapon.
"The perpetrator asked me to approach him unarmed and alone. I complied with his request because at that moment we had to do everything to prevent the situation from escalating. Our goal was to save the hostage and the perpetrator's life," the police officer said.
Koroveshaj states that he approached the vehicle to within about two meters, while the entire operation was monitored by RENEA officers and snipers deployed in the field.
"The closest distance was about two meters. He told me not to come any closer. He threatened to kill himself. I continued the negotiations until it became possible to release the hostage. The whole situation was monitored by snipers. You don't think about fear in these moments, but only how to save a life," says Koroveshaj.
After Rozalinda Plaka's release, the officer said that the young woman was in a serious physical and psychological condition, so he was forced to remove her from the danger area himself.
"The girl had physical injuries and could not walk. The terrain was very difficult, so I took her by the arm to remove her from the danger area as quickly as possible. After placing her in a safe place, I returned to continue negotiations with the perpetrator," he continues.
Koroveshaj also reveals that he had been in contact with the case earlier, after Rozalinda Plaka had filed a complaint against her ex-fiancé for stalking. He also touched on the security measure "house arrest", emphasizing that the checks were carried out according to procedures.
"The perpetrator was under house arrest and was continuously monitored in accordance with all standard police procedures for the control of persons under house arrest. He was continuously monitored and in all cases where the perpetrator was checked, he was found in the apartment," he recalls.
The serious incident occurred on the morning of July 24 in the village of Vidhishte, Roskovec, where Refit Buzi killed his ex-partner's parents, Kosta and Belere Plaka, with a shotgun, then took the 24-year-old hostage and fled in a vehicle.
After several hours of negotiations, he agreed to release Rozalinda, who had suffered injuries from broken glass during the attack on her family's apartment. The 35-year-old then committed suicide inside the vehicle. According to family members, he refused to part with his young wife and demanded the return of money he claimed to have sent her while he was working in England.
