On the orders of Edi Rama, the company "Dion Energji" of the daughter and son-in-law of former minister Fatmir Xhafaj, together with Artan Sako (the builder of Linda Rama's palace), secured the concession for the Photovoltaic Park on the coast of Topojë-Seman. From land given for free to illegal mortgage, from unconditional construction permits to licensing in record time; this is how the public is robbed in the name of green energy.
While Prime Minister Edi Rama continues his demagogy with statements about allegedly banning the profiteering of public assets by members of the government and their families, permits were signed for electricity concessions on thousands of square meters of state land, given away for free.
But on his orders, accelerated support decisions are made, a fact proven by the case of the Photovoltaic Park awarded to Amanta Xhafaj and Ditjon Baboçi, the daughter and son-in-law of former Minister Fatmir Xhafaj, in collusion with Artan Sako, the builder of Linda Rama's palace.
Following the permit for the "Dion Energji" Photovoltaic Park with an area of 50 thousand m2 of state land on the coast of the village of Topojë in Fier, and the plunder of this land through illegal mortgage, the government has launched the accelerated procedure for licensing energy production.
On February 17, 2026, the concessionaire company "Dion Energji" submitted Request No. 667 Prot., signed by Ditjon Baboçi, son-in-law of Fatmir Xhafaj, for an energy production license.
In record time, within 8 calendar days, the Directorate of Licensing and Authorizations processed the Xhafaj family's concession request and drafted Report No. 667/1 Prot., dated February 26, 2026, which it submitted to the Chairman of the Energy Regulatory Authority, Petrit Ahmeti.
On March 2, 2026, within 4 calendar days with a highly accelerated procedure, Chairman Petrit Ahmeti formally approved it in the Board of the Energy Regulatory Authority with Decision No. 68, dated March 2, which is the first case of handling requests and decision-making for energy production licenses.
The laws and government decisions on licensing procedures for energy production from photovoltaic parks define a chain of procedures, phases, and inter-ministerial and inter-institutional documentation that require a minimum of 4 months.
Meanwhile, the Board of the Energy Regulatory Authority approved, within 4 calendar days, the decision to license the coastal Photovoltaic Park "Dion Energji" of the daughter and son-in-law of Fatmir Xhafaj and Artan Sako, the builder of Linda Rama's palace, a fact that raises suspicions that all the documentation was fictitiously signed.
Other favors for the "Xhafaj" family's energy concession on the Seman coast
- The surface area for the Photovoltaic Park project of Fatmir Xhafaj's family is 35,245,000 m2 of state land, given free of charge by the government, while the mayor of Fier, Armando Subashi, has given them 14,755,000 m2 of additional land by the sea, to build villas and mansions on the coast.
- Prime Minister Edi Rama granted the construction permit on September 25, 2024 with Decision No. 55; but after 1 year, on September 25, 2025, he issued Decision No. 65, approving the permit with conditions, without imposing any conditions.
- On April 6, 2023, about 30 months before the issuance of the construction permit by the National Territorial Council, partners Xhafaj and Sako signed with the Concessions Directorate at the Ministry of Infrastructure and Energy the contract for the construction of the Photovoltaic Park on the Seman coast.
Over 3 years before the construction permit, on June 28, 2022, Agreement No. 6359/2 was signed with OSHEE, for the electricity supply line of the Photovoltaic Park area.
- With an Environmental Impact Decision dated November 13, 2024, about 1 year before the permit was issued, the National Environment Agency granted an environmental permit for the construction of the Photovoltaic Park on the coast, with the report stating that it does not harm the environment.
