The government plans temporary permits for healthcare staff, academics and foreign students, as well as a new deadline for civil registration.

Kosovo Prime Minister Albin Kurti stated that the implementation of the Law on Foreigners and Vehicles will be carried out in cooperation with the European Union Special Envoy for the Kosovo-Serbia Dialogue, Peter Sørensen.

After the meeting with the European envoy, Kurti announced that the Government will receive from the leaders of Serb-majority municipalities lists of healthcare and academic personnel providing services in Kosovo. According to him, these lists will be used by the Ministry of Internal Affairs to provide them with temporary residence permits.

" The government will be provided by local leaders with lists of health and academic staff who are engaged in providing these services. The list will serve as the basis for granting temporary residence permits to foreign citizens who apply to the Ministry of Internal Affairs."

The same applies to foreign students staying in Kosovo, for whom municipal leaders will provide the full list.

"The Ministry of Interior will offer these students a temporary residence permit for 12 months with the possibility of extension ," he said.

Kurti stressed that institutions aim to avoid any obstacles to the functioning of public services, but added that Kosovo cannot allow mechanisms to function outside the legal framework.

He also announced that a new three-month period will be opened for the registration of civil status facts by Serbian citizens.

" The government will also open a new 3-month window to enable Serbian citizens to register civil facts that were registered by illegal structures until March 15, 2026.

"During this period, applicants will be allowed to use ID cards issued by illegal structures as a means of identification ," he added.
