The 8th Albania-EU Intergovernmental Conference was held in Brussels, where the European Union praised Albania's progress in the negotiations, but again placed emphasis on justice reform, SPAK, and the fight against corruption.
Albania and the European Union held the 8th Intergovernmental Conference in Brussels this Tuesday, one of the most important moments in the country's European integration process, as it marks the official start of the phase of closing the negotiation chapters.
The meeting began at 7:00 PM and lasted more than an hour, while at the end, Prime Minister Edi Rama, European Commissioner for Enlargement Marta Kos, and Deputy Minister for European Affairs of Cyprus, Marilena Raouna, held a joint press conference.
The conference came after the Committee of Permanent Representatives of the EU member states, COREPER, confirmed that Albania has fulfilled the interim conditions for the "Foundations" chapter, which includes justice, fundamental rights, security, the rule of law and the fight against corruption.
Prime Minister Edi Rama described this moment as a "milestone" for Albania and said that the country has entered the final phase of negotiations.
"Inexhaustible, unconditional love. Love that sometimes brings suffering, but here we are, we are very happy because we have reached another extraordinary milestone. We opened all the chapters within 11 months and moved from this to the phase of starting to close the chapters. We feel energized, encouraged, but also with more responsibility, because we know that it is the beginning of the end and we have to do more work", declared Rama.
The head of government emphasized that the integration process has brought concrete transformations in the economy and institutions.
"It is time to tell all Albanians who have followed IBAR with so much attention that today we have a country that has a GDP of 27 billion euros, when we started with eight. We have a country that has gone from 300-400 million euros of foreign investment to billions. We have a strengthened and independent justice system like never before in the history of our country. Our European journey is irreversible ," he said.
But while Rama expressed enthusiasm for the progress of the negotiations, European officials placed strong emphasis on the need for concrete results in the fight against corruption and strengthening the rule of law.
European Commissioner for Enlargement, Marta Kos, praised Albania's progress over the last decade, especially in justice reform and the establishment of new justice institutions.
“Puna juaj e 10 viteve ka qenë e suksesshme. Janë hedhur hapa në mbrojtjen e të drejtave të njeriut. Ngritja e institucioneve të reja të drejtësisë ka frenuar ndërhyrjen e politikës në sistemin gjyqësor. SPAK ka vërtetuar se mund të japë rezultate dhe të bëhet institucioni më i besuar në Shqipëri. Ky është një themel i fortë për të punuar mbi të. Sot ne po vendosim me vetëbesim edhe termat përfundimtarë të rrugëtimit në BE”, deklaroi Kos.
Ajo theksoi se konferenca e sotme hap një fazë të re të negociatave dhe kërkoi që Shqipëria të intensifikojë reformat.
“Arritja e sotme çel një fazë të re të bisedimeve të zgjerimit dhe bën të mundur për Shqipërinë të ecë përpara me mbylljen e kapitujve. Ky është momenti për të kremtuar dhe intensifikuar punën. Ne vijojmë të mbështesim punën e Shqipërisë për mbylljen e negociatave në vitin 2027. Pritet progres i mëtejshëm”, tha Komisionerja Europiane.
Kos kërkoi gjithashtu që reforma të përfshijë jo vetëm qeverinë, por të gjithë aktorët politikë dhe shoqërinë civile.
“Mbetemi te Shqipëria për të konsoliduar reformat dhe kjo duhet të përfshijë të gjitha forcat politike dhe shoqërinë civile në vend”, shtoi ajo.
Edhe zëvendësministrja për Çështjet Europiane të Qipros, Marilena Raouna, e cilësoi përmbushjen e grupkapitullit “Themelorët” si një arritje të rëndësishme për Shqipërinë.
“Konferenca doli në përfundimin që Shqipëria ka plotësuar me sukses grupkapitullin e Themeloreve. Kjo është një arritje e rëndësishme. Ky gur kilometrik e lejon Shqipërinë të ecë përpara në procesin e anëtarësimit dhe të mbyllim provizorisht kapitujt”, deklaroi Raouna.
Megjithatë, ajo paralajmëroi se tani nis një fazë edhe më e vështirë e procesit të integrimit.
“Konferenca e sotme shënon fillimin e një faze të re edhe më sfiduese. Progresi nuk matet vetëm me miratimin e reformave, por me zbatimin e tyre efektiv, rezultate të qëndrueshme dhe të pakthyeshme”, u shpreh zyrtarja qipriote.
Më herët një paralajmërim i fort erdhi dhe nga ambasada e Gjermanisë dhe ajo e Holandës në Tiranë, të cilat e bënë të qartë se nëse pengohet SPAK dhe nuk arrestohen të korruptuarit, nuk ka integrim.
“Respektimi i pavarësisë së drejtësisë dhe lufta pa pengesa e korrupsionit edhe në raste të nivelit të lartë janë kushte të panegociueshme për progresin e Shqipërisë në procesin e anëtarësimit në BE. Këtu bën pjesë edhe fakti që vendimmarrjet lidhur me heqjen e imunitetit duhet të jenë në harmoni me rekomandimet e Komisionit të Venecias”, thuhet në deklaratën e përbashkët të Gjermanisë dhe Holandës.
