Will the SP's mission against justice reform continue?
14 months after its creation, the "Braçe" commission appears to have completed its mission, but there is much mystery and question mark over what will happen to the "Xhafaj" commission.
Both commissions were brought in as innovations by Edi Rama, claiming to fight disinformation and corruption. Braçe was given the leadership of a commission to censor the media, while Xhafaj took the lead of a commission that aims to rival justice, if not limit it.
After the election break, the Braça commission met today to produce the draft law for the “Approval of the National Strategy against Foreign Intervention and Disinformation.” After a vote in favor in the responsible parliamentary committees, the document will be voted on in the Assembly at its last meeting on July 3.
“ The National Strategy Against Foreign Interference and Disinformation 2025-2030 is the first comprehensive document in Albania that directly addresses the phenomena of FIMI. It aims to define a unified platform for action, which includes the main objectives, priorities and measures for the protection of the state, society and citizens from malicious foreign interference, including disinformation. The strategy fully respects the rule of law and constitutional freedoms – it is based on the Constitution of the Republic of Albania, national legislation and international conventions to which Albania is a party ”, said Erion Braçe.
But, as this commission concluded its work, there are many questions about the Xhafaj commission. Its deadline is until July 30th and this commission has not produced any final document, while there is no information about its meeting. Meanwhile, this parliamentary legislature closes on July 8th.
Rama himself has given signals that the commission will continue in September and perhaps with new members, since some of the current members will no longer be MPs. On the other hand, the opposition will likely continue the boycott, but Rama no longer needs its vote.
In September, the SP goes to the Assembly with 83 seats (if nothing changes from the vote recount) and has the necessary votes to make changes to all laws that require a qualified majority.
Many experts have proposed changes to many laws and resizing of independent institutions. There have been ideas for merging HIDAA, KLSH and creating an audit court. There are also rumors about establishing a body that will control SPAK.
We must wait for the new legislature to see if Rama will continue to trust Xhafaj, or if he has backed down after warnings from the US and EU. / Pamphlet
