The labor market in our country is going through a phase where the lack of labor is forcing enterprises to change their salary policies. According to the latest INSTAT data on economic indicators of enterprises, by 2024 businesses are focusing on salary increases, neglecting other incentives for human resources such as bonuses or training packages.

During 2024, wage expenditures of active businesses reached 348 billion lek, marking an increase of 9% compared to the previous year. This expansion comes after a continuous increase since 2021, when this item reached the value of 232 billion lek. This trend shows that in order to retain existing employees from the wave of emigration, businesses have shifted the main weight of budgets towards monthly salaries.

However, this increase seems to be coming at the expense of other costs that have affected training and bonuses. Expenditures on this item have suffered an annual decline of 18% during 2024, falling to 2.2 billion lek from 2.7 billion lek in 2023. Businesses, under pressure from high operational costs, are choosing to increase fixed pay by sacrificing bonuses and professional growth programs. This trend risks weakening long-term motivation and productivity gains that come through continuous training.

Expenditures on training and bonuses have systematically declined in absolute terms, especially in recent years. In 2013, these expenditures peaked at 4.4 billion lek and 10 years later they have halved, dropping to only 2,187 in 2024.

Rewards and training accounted for only 0.6% of personnel expenses in 2024, down from 0.8% in 2023. The share of rewards and training, from 3.9% of personnel expenses in 2013, declined systematically to below 1% after the pandemic.

At a time when technology is advancing rapidly and dictating all work processes, staff training is vital for adapting to innovations.

In Europe, spending on employee training and bonuses is much higher, but varies significantly by country and industry. According to Eurostat data, training budgets often account for around 2–2.5% of a company's total budget, while performance bonuses can range from 15-20% of gross annual salary in sectors such as finance or consulting./ Monitor
