180 million euros in secret tenders: the robbery that Rama will not read in

SPAK has a complete file and an official internal audit report of the Ministry of Finance.

During the period 2022–2024, the "Rama" government has violated every legal limit of public procurement and concessions, secretly developing 220 tenders and concession contracts worth over 180 million euros, which have not been published either on the official websites of the relevant institutions, or in the Public Procurement Bulletin.

These are illegal procurements, outside of any budget planning and development strategy, used to reward government clients through multi-year "kickbacks", disguised as emergency services or maintenance of public facilities.

The Ministry of Finance audit report, which details this scandal, has been blocked from publication by order of Prime Minister Edi Rama. Because this report would shock not only Albanian public opinion, but also the European Commission, as it contains serious violations in one of the four most important chapters of the negotiations with the EU: public procurement and financial transparency.

Seven ministries – including Education, Health, Agriculture, Infrastructure, Culture, Environment and the Ministry of Entrepreneurship, as well as the country's largest municipalities: Tirana, Durrës, Elbasan, Fier, Korça and Vlora, have secretly developed 4–5-year contracts for services that:

-or are overlapped with existing contracts;
-or are awarded for non-functioning facilities and plants;
-or are carried out only on paper, with fictitious supervisory reports.

In 97 cases, funds were provided for the maintenance of hospitals, schools, roads, ports, water plants or waste treatment plants, while the same facilities were under active contracts from previous tenders.
So, the funds were used in parallel for the same facility, at the same time, by two different companies.

These are not simply “administrative violations.” They are outright thefts, with the full knowledge of the heads of institutions and with tacit political approval from the prime minister himself.

According to the report, the Public Procurement Agency, PPA, was a cooperating party in this scheme. It accepted and certified procurement procedures outside the system, with incomplete documentation, undeclared, and with companies directly linked to local or central government.

The total amount, 180 million euros, is above the annual budget ceiling of the respective institutions. Therefore, the funds were used without the approval of the Assembly, constituting a direct violation of the Budget Law and the Criminal Code for misuse of public funds.

And if these were done with the signatures of ministers and mayors, the signature of Edi Rama himself is the signature, because there is no budgetary practice in Albania that allows 1 euro to be spent outside the will of the prime minister.

These tenders and concessions are easily traceable. They are undeclared, but exist with internal documents. They are signed by specific officials, they have benefited specific companies, and the funds have been disbursed by the State Treasury.

SPAK has a complete file and an official audit report in hand. But no investigation has been opened. And this is for the same reason that all the silences occur: these are Rama's tenders, not those of some anonymous director./ Pamphlet
