The wiretaps and testimonies administered by the BKH and SPAK show that Gjergji Taho, Director of Online Sports Betting Licenses at the Ministry of Finance, kept legal licenses blocked for two years, creating free ground for the illegal online betting network with profits of around 30 million euros per year. The investigative file evidences the failure to report 58 illegal platforms, the collaboration with former State Police officials and the involvement in money laundering schemes through “Durana Tech Park”, placing Taho at the center of an organized criminal structure that is being investigated by SPAK.
From the preliminary investigation conducted by BKH and SPAK into the illegal online sports betting network, referring to wiretaps and testimonies of arrested persons, it has been established that the promoter of this criminal network is Gjergji Taho, Director of Online Sports Betting Licenses, based at the Ministry of Finance.
Although, according to the law, the granting of 10 licenses for online sports betting should have begun two years ago, with a deadline of one month, the director of the inter-ministerial betting commission, Gjergji Taho, continues to deliberately keep the licenses blocked.
Without a doubt, director Gjergji Taho has blocked online betting licenses by verbal order of Prime Minister Edi Rama and with the imposed silence of the Minister of Finance, Petrit Malaj, leaving free ground for illegal online betting activity, with profits of around 30 million euros per year.
58 illegal online sports betting platforms have been filed in the SPAK file, among which, with massive activity, are the platforms "333", "CR7", "B3T", "Arena", "Modig", "Trodo Caffe", "Fair Play Bast", "Barcelona", "Viena", etc.
These platforms were reported to the director of online betting licenses, Gjergji Taho, but he did not report them to the Police, the Prosecutor's Office, and SPAK. According to the investigation, he did not inform either the inter-ministerial commission or the Ministry of Finance, as the line minister.
In parallel with the failure to report their illegal activity, director Gjergji Taho has been blocking licenses for online sports betting for two years, a blocking that SPAK is investigating as a mastermind of an organized scheme in favor of criminal betting groups.
For failing to report and crack down on illegal online betting activity, Director Gjergji Taho has collaborated with the former director of the Tirana District Police, Erjon Ismaili, known by the nickname "Roro", suspended by SPAK as part of the "Agasi" criminal group.
According to the investigation by the BKH and SPAK, the director of betting licenses, Gjergji Taho, and the deputy director of the Tirana Police, Erjon Ismaili, as the official responsible for economic-financial anti-crime, have been wiretapped with these roles: one did not issue licenses for legal online betting and did not report illegal activity, while the other did not allow the crackdown on illegal betting and exposed police and SPAK actions against them.
The director of betting licenses, Gjergji Taho, was not accidentally appointed administrator of "Durana Tech Park" in Xhafzotaj, where he has drafted false reports, projects, investments and financing, as if this park had been built and was in operation, and has even incorporated 75 phantom companies, presented as if they were developing activities in this technological park.
In the investigations being conducted by BKH and SPAK, the director of betting licenses and "Durana Tech Park", Gjergji Taho, also turns out to be part of the "Agasi" group, as a guide for investments in construction, with millions of euros secured from illegal online betting, worth around 30 million euros per year.
In several wiretaps, director Gjergji Taho, through the mediation of Ergys Agas, turns out to be the beneficiary of millions of dollars from illegal betting groups, as a reward for blocking legal licenses.
One of these favors is the fact that director Gjergji Taho, for two years, has not sent the names of applicants for betting licenses and the request for opening the competition for online betting to the Gambling Supervision Agency.
This inaction, BKH and SPAK have described as deliberate delay in allowing illegal betting activity. In parallel, six companies of Gjergji Taho are also being investigated, with activities in betting, electronic games, call-centers and illegal investments, for which there will be follow-up./ Pamphlet
