
His company "Novartis" benefits from 500 thousand euros per year from public health funds, while Hoti simultaneously holds the status of MP, honorary consul of Hungary and president of the Pharmacy Association.
Documents obtained by "Pamfleti" reveal that the DP MP in the Shkodra region, Kliti Hoti, has been contracted by the Ministry of Health and FSDKSH to market reimbursable medicines, directly benefiting from the state budget. Through his firm "Novartis", Hoti violates the law on conflict of interest and Article 70 of the Constitution, which prohibits MPs from benefiting from public assets.
According to official documents available to "Pamfleti", Democratic Party MP Kliti Hoti is in serious violation of Law No. 9367, dated April 7, 2005 "On the Prevention of Conflict of Interest", as he benefits from public funds through his pharmaceutical company.

Hoti, who represents the Shkodra region, is the "de facto" owner and administrator of the company "Novartis", which appears as a contractor of the Ministry of Health and the Mandatory Health Insurance Fund (FSDKSH) for the supply of pharmacies and hospitals with reimbursable medicines.
In the latest list of reimbursable drugs published by the Ministry of Health, Hoti's company owns 78 types of drugs that are financed by public funds.
At the beginning of 2025, Novartis had 53 medications, but after the October update, Minister Evis Sala and the director of FSDKSH, Arti Papajani, added 25 new products, expanding the company's exclusivity in the pharmaceutical market.

According to financial data, the annual profit of the company "Novartis" from the state budget amounts to about 500 thousand euros, an amount that comes directly from the reimbursements of drugs sold in private pharmacies and public hospitals.
This means that a member of the Albanian Parliament is simultaneously a beneficiary of public funds, creating a clear conflict of interest and violation of the Constitution.
According to Article 70, point 3 of the Constitution, “deputies may not carry out any profitable activity that originates from the property of the state or local government, nor acquire the property of these.”
Meanwhile, Article 5 of the Law on Conflict of Interest prohibits any elected official from engaging in private activities for profit or participating in profitable organizations.
In addition to benefits from public funds, Kliti Hoti also receives income from two other private functions:
- Honorary Consul of Hungary in Albania, which is a representative post with economic interest;
- Chairman of the Albanian Pharmaceutical Association, an organization that represents pharmaceutical companies in negotiations with the government and FSDKSH.
This combination of roles makes Hoti a blatant case of institutional and moral conflict, since as an MP he must exercise control over the government, but at the same time he benefits from it through his company's contracts.
In the past, the DP has requested the removal of the mandate for socialist MPs Olta Xhaçka and Vullnet Sinaj, for similar reasons: they benefited from state property or public funds.
But in the case of Hoti, the DP has not made any request, while the SP has so far remained silent.
If the standards that the opposition itself has demanded for its opponents are applied, Hoti should lose his mandate.
On the contrary, the mutual silence of the SP and the DP proves that the political class protects each other beyond colors, when it comes to benefits from the state.
This case is more than a legal issue, it is proof of the moral degradation of the Albanian political elite, where MPs, regardless of party, have become clients of the state budget.
If the justice institutions do not intervene, Kliti Hoti's "Novartis" will continue to benefit from half a million euros every year from Albanian taxpayers' money, while the Parliament will remain a haven for businessmen with political immunity./ Pamphlet
