The former Minister of Infrastructure of Kosovo, brought in by Baton Haxhiu and Rama to 'clean up' the port, has announced two separate tenders for the same service; rental of loading-unloading vehicles and trucks with a total value of 2.5 million euros, compared to 1 million last year. The winning bid in 2025 was 580 thousand euros, 45% less than the limit fund. 10 months in office, but the 'Pirro' model continues...
Nine months ago, when Prime Minister Edi Rama, with the intervention of Baton Haxhiu, appointed the former Minister of Infrastructure of Kosovo, Liburn Aliu, as Director of the Port of Durres, it was thought that the era of the corrupt affairs of Pirro Vengu and his deputy Kreshnik Bajraktari would end.
But Liburn Aliu, who began his term with the oath "Zero corruption in the Port of Durres", is continuing the model of dishonesty with tenders that Pirro Vengu made, by doubling and tripling the values of the contract limit funds above real market costs.
In the Public Procurement Bulletin dated July 27, 2026, the Director of the Durrës Sea Port, Liburn Aliu, announced two tenders with these facilities and funds limit on high monetary values:
1. Tender with contract object: "Rental of Reachstacker vehicles (loader-unloader) for container terminal needs", with a limit fund value of 101 million, 312 thousand and 385 lekë excluding VAT; or 1 million, 82 thousand and 166 euros excluding VAT.
2. Tender with contract object: "Renting trucks for the container terminal", with a limit fund of 112 million, 201 thousand and 650 lek excluding VAT; or 1 million, 198 thousand and 479 euros.
Both tenders have 1-year contract terms for renting equipment and will be held on August 25 at the offices of the Durres Sea Port Directorate.
It is impressive that for the period October 2025 - October 2026, the rental of Reachstacker (loader-unloader) containers and trucks was carried out through a joint tender procedure, with a limit fund value of 1 million euros including VAT, while the winning bid was 580 thousand euros, i.e. about 45% less than the limit fund.
Meanwhile, for the year 2026-2027, Director Liburn Aliu has divided the tender for the rental of Reachstacker (loader-unloader) containers and trucks for the terminal at the Port of Durres into 2 separate procedures.
The total value of the 2 tenders, for the same service facility and number of vehicles for rent, has been set by the Director of the Durrës Sea Port, Liburn Aliu, at 2.5 million euros including VAT, or 1.5 million euros more than the 2025 tender limit fund and about 5 times more than the value of the contract for that year.
It is true that director Liburn Aliu is a "Kosovo patriot brother" and apprentice to apprentice Baton Haxhiu at the head of the Durrës Sea Port; but he should be investigated by SPAK, because during his 10 months in office he has messed with many tenders, with the same greed as former director Pirro Vengu./ Pamphlet
