Following warnings of a stronger protest on February 20, the Tirana Police announced on February 14, 2026 a special tender for the supply of extinguishing agents. The procedure foresees the refilling of 200 fixed “ABC Powder 27A-144B C” type, the refilling of fixed “34A-233B” and the purchase of 20 new canisters. The tender takes place on February 16 and the contract begins to be implemented on February 17, three days before the protest announced by the Democratic Party. The contract is valid until the end of 2026, while the urgency is related to guaranteeing the supply before the rally.
Unlike the previous protest, the Democratic Party threw more Molotov cocktails at the entrance to the Prime Minister's Office; as a result, the State Police spent larger amounts of materials to put out their fires, emptying their warehouses.
While Sali Berisha warned that the February 20 protest will be more powerful and with more Molotov cocktails at the Prime Minister's Office and the entrance to Parliament, Police Chief Ilir Proda has ordered the Tirana Police to take measures to supply materials to extinguish Molotov cocktails.
On February 14, 2026, in implementation of Ilir Proda's order, the Tirana Police began taking measures by announcing a special tender to be supplied with equipment and materials that would be used to extinguish Molotov cocktails during the next protest.
In the procurement procedure notice with reference number 76165-02-13-2026, Tirana Police states that it seeks to purchase the service of refilling fire extinguishers with specific and rapid extinguishing agents.
The object is this:
· Refilling of 200 fixed fire extinguishers of the type "ABC Powder 27A-144B C", with 6 liters each.
· Refilling of fire extinguishers of type "34A-233B", with a quantity of 50 liters.
· Purchase of 20 fixed fire extinguishers with filling type "34A-233B", 6 liters each.
The tender will take place on February 16, while the implementation of the contract will begin within 24 hours; specifically on February 17, or three days before the February 20 protest that the Democratic Party will hold.
Due to the urgency of this tender, Police Chief Ilir Proda did not order training, as the officers have experience in using fire extinguishers to extinguish Molotov cocktails.
He ordered the supply to be secured three days before the protest, despite the fact that, in order to qualify it as a regular tender, he declared the contract to expire by the end of 2026./ Pamphlet
