How a government minister wipes out his company's millions in debts and lets the business operate without any oversight...
In addition to profiting 151 million lek from the Tirana Landfill, with fictitious contracts for renting cars, and millions of other lek profited from state institutions, Minister Blendi Gonxhe's company "Albarant Sh.pk" has been involved in another financial scandal that is shaking the Albanian tax system.
On October 15, 2021, by Order No. 13277, the General Directorate of Taxes, through the Directorate of Unpaid Tax Liabilities, froze the assets of "Albarant Sh.pk", as the company had not paid its fiscal obligations for seven years.
The Tax Report confirmed that the company owned by Blendi Gonxha, with his wife, Elda Gonxha, as administrator, had not paid 1.2 million euros in tax obligations for the years 2015-2021.
During these years, Gonxhe developed a business for the import and sale of transportation vehicles, car rental, taxi service, national and international passenger and freight transport, vehicle servicing, and tourist travel agency - without paying tax obligations for seven consecutive years.
The abuse was flagrant, and the Taxes issued an asset freeze order, although Gonxhe, after 2015, was part of the SP government and a friend of Edi Rama. The law clearly states: the deadline for appealing is one month, while for paying tax obligations, without a judicial appeal, it is three months after the order is issued. When these deadlines are not respected, the business activity is blocked and the obligations are confiscated from the bank accounts or the blocked assets.
However, Blendi Gonxhe did not file any complaint, as the debt was verified, and the Taxes did not apply the law on confiscation with executive title. The company “Albarant Sh.pk” continued normal activity for three years after the blockade.
On November 8, 2023, with Order No. 76822 signed by the Director of Unpaid Tax Liabilities, Estela Dura, the asset freeze was lifted on the grounds that the company had paid its obligations. However, according to confidential sources within the Ministry of Finance, the obligations had not been paid, and the company has no tax debt.
This write-off of liabilities, which allows the business to operate without paying taxes, constitutes an open scandal, which should be criminally investigated by the judiciary. During the period 2023-2025, the company has not paid tax liabilities, but its activity continues unhindered.
This privilege seems to have been enabled by Blendi Gonxha's position as a minister with the support of "the Tall One", as well as control over the National Business Center, where balance sheets and tax obligations are reflected.
