This state-organized crime scheme, in favor of companies that have committed tax evasion and money laundering, has been disguised by the government as a "voluntary agreement" between taxes and businesses that have used illegal financing and have not declared actual turnover, income, and profits.
According to this mafia law, lobbied by the owners of large companies that build towers, resorts, have offshore and concessions, those who have defrauded the state must declare their profits according to the value they themselves think they have and will not be prosecuted.

To realize Fiscal Peace, i.e. the theft of at least 2 billion euros that large and medium-sized companies have hidden from the state, Prime Minister Edi Rama is using the Minister of Finance, Petrit Malaj, and the Director General of Taxes, Ilir Binaj, both with auditing companies that cooperate with each other.
To redraft their balance sheets, companies that benefit from Fiscal Peace must have their new balance sheets certified by an accounting firm for a fee. Ministers Petrit Malaj and Ilir Binaj consider this opportunity a "golden chance" to earn millions of lek through their private auditing companies.
Minister Petrit Malaj will conduct this business with secure and large profits through the auditing entity "Petrit Malaj - Physical Person", the companies "BDO Albania", "BDO Group" and "Ziv Haft Consulting and Management", where his father and sister, Limos Malaj and Besjana Doda (Malaj), have 30 percent ownership, as well as through the Italian company "CRIF SPA" where Ana Malaj, the minister's wife, is the boss.
Meanwhile, the head of the tax office, Ilir Binaj, will enter the "pan" of Fiscal Peace's profits with the companies "TPA Albania", "ASC CPAs", "Crowe LLP New York City", "2D Construction 2025" and "Grant Thornton", which are owned by him, his father Agim Binaj or in collaboration with them.
