Thousands of citizens take to the streets against the $1.6 billion project in Sazan and Zvërnec. Environmental organizations speak of a lack of transparency and damage to protected areas, while the government considers the investment strategic for the country's economic development...
International media have paid special attention to the protests taking place in Tirana by environmental groups, as well as thousands of young people. The Guardian devoted an editorial to the developments in Tirana, as the fourth protest was held on Wednesday evening, while the police attempted to disrupt the gathering by setting up barriers on Dëshmorët e Kombit Boulevard, but also by throwing water cannons at the protesters.
British media reports that protests against the luxury resort project supported by Jared Kushner, son-in-law of US President Donald Trump, are growing in Albania, as the clash between the government, environmental organizations and local residents deepens.
Thousands of protesters gathered in Tirana for the third day in a row, demanding the immediate suspension of a project that envisages the construction of a $1.6 billion tourist complex in one of the most ecologically sensitive areas of the Mediterranean. Organizers have warned that the protests will also extend to the south of the country, near areas where preliminary works have begun.
Among the protesters were inflatable flamingos, used as a symbol of the danger that activists say threatens the region's biodiversity. Many of them carried banners with slogans against the privatization of protected areas and demanded transparency about the procedures followed to approve the project.
Accusations of lack of transparency
One of the most vocal critics of the project is the organization PPNEA (Protection and Preservation of Natural Environment in Albania), the oldest environmental organization in the country.
Its executive director, Aleksandër Trajçe, said that institutional transparency has been lacking throughout the entire process.
"From start to finish there has been a total lack of transparency. We have not seen public consultations, we have not seen public documents on permits and procedures. If the bulldozers are removed, the fence is removed and the habitats are restored to their previous state, then we can sit down and talk ," he declared.
According to Trajçe, the concerns are not only related to the environmental impact, but also to the way the project has been administered.
“Po shohim një precedent të rrezikshëm. Nuk kemi të bëjmë vetëm me një investim turistik, por me një proces ku mungojnë konsultimet me publikun, mungojnë informacionet mbi kontratat dhe lejet, ndërsa ndërhyrjet në terren kanë nisur pa u sqaruar këto çështje”, tha ai.
Reagimi i Edi Ramës
Kryeministri Edi Rama, i cili ka qenë një nga mbështetësit kryesorë të projektit, propozoi një takim me protestuesit në përpjekje për të ulur tensionet. Megjithatë, ai e bëri të qartë se nuk ka ndërmend të tërhiqet nga mbështetja e investimit. “Nuk ka absolutisht asnjë mundësi që ky investim të ndalet sa kohë që unë jam këtu”, deklaroi Rama.
Kryeministri e konsideron projektin një pikë kthese në transformimin e Shqipërisë nga një vend i izoluar dhe i varfër në një destinacion turistik elitar. Ai argumenton se investime të kësaj natyre mund të krijojnë vende pune, të rrisin të ardhurat nga turizmi dhe të përmirësojnë infrastrukturën.
Rama, i cili fitoi mandatin e katërt në vitin 2025 me premtimin për anëtarësimin e Shqipërisë në Bashkimin Europian deri në vitin 2030, po përpiqet të tërheqë investitorë të mëdhenj ndërkombëtarë në një vend që vazhdon të jetë ndër më të varfrit në Europë.
Vizita e Ivanka Trump dhe planet e Affinity Partners
Debati mbi projektin u rikthye në qendër të vëmendjes edhe pas vizitës së Ivanka Trump në Shqipëri më herët gjatë këtij viti.
Vajza e presidentit amerikan vizitoi zonën së bashku me një grup arkitektësh për të inspektuar territorin ku kompania Affinity Partners, në pronësi të bashkëshortit të saj Jared Kushner, planifikon të zhvillojë resortin.
Affinity Partners është një kompani investimesh e themeluar nga Kushner pas largimit nga administrata e parë Trump. Projekti në Shqipëri konsiderohet një nga investimet më të mëdha turistike të kompanisë në Europë.
Resorti parashikohet të ndërtohet në ishullin e Sazanit dhe në disa zona përreth tij. Sazani është ishulli i vetëm i Shqipërisë dhe për dekada ka qenë zonë ushtarake e mbyllur për publikun. Për shkak të izolimit të gjatë, ai ka ruajtur ekosisteme të paprekura dhe një biodiversitet të pasur.
Projekti përfshin gjithashtu pjesë të Parkut Kombëtar Detar Karaburun-Sazan, laguna, habitate bregdetare dhe zona të tjera të mbrojtura.
Sipas BirdLife International, rajoni strehon mbi 200 lloje shpendësh, shumë prej tyre të rrezikuar në nivel ndërkombëtar. Në zonë jetojnë flamingot, pelikanët kaçurrelë dhe një numër i madh shpendësh migratorë.
Ujërat përreth konsiderohen gjithashtu një nga strehët e fundit të fokës mesdhetare (Monachus monachus), një nga gjitarët detarë më të rrallë në botë. Përveç Sazanit, zhvillimi prek edhe zona pranë Zvërnecit, në hapësirën mes lagunës së Nartës dhe Detit Adriatik.
Zemërimi i banorëve lokalë
According to activists, tensions rose sharply after physical interventions began on the ground. Workers erected fences with concrete bases and barbed wire in the area near Zvërnec. A private security company was hired to monitor the territory, while heavy machinery began opening access roads.
Activists claim that centuries-old sand dunes and Mediterranean pine forests have been damaged during these works.
"This was the point when the residents got really angry. People who had land there or worked on that land could no longer access their properties. The issue is no longer just environmental. It has become a civic issue and is taking on much larger proportions," Trajçe said.
Amid the growing debate, the Special Prosecution Office against Corruption and Organized Crime (SPAK) announced that it has opened an investigation into the legal changes adopted during 2024 regarding protected areas. The investigation aims to verify whether the legislative changes that enabled certain developments in these areas were made in accordance with the law and the public interest.
It is not yet known whether the investigation is directly related to the Sazan and Zvërnec project, but the announcement has increased public attention to the issue.
Developers defend the project
The company Sazan Real Estate Development LLC, which is developing the project in partnership with Affinity Partners, has stated that the investment will be carried out while respecting environmental standards.
The company's chairman, Asher Abehsera, said that the developers' focus remains on responsible land management, job creation and long-term benefits for local communities.
"Our focus remains on responsible governance, improving the environment, creating jobs and generating long-term value for local communities. We respect the public and institutional processes that are developing," he stated.
Broader political debate
According to opponents, the controversy surrounding the project has highlighted broader dissatisfaction with the government and the way it makes decisions about strategic investments.
Trajçe said that public anger is not primarily directed at Kushner or Ivanka Trump.
"The dissatisfaction is not so much with Kushner or Ivanka, but with the government and the way it has managed this process ," he said.
Meanwhile, Rama has argued that Albania should remain a welcoming country for foreign investors and avoid creating the perception that international investments face hostility.
The debate over the Sazan and Zvërnec project is expected to continue in the coming weeks, as protests expand, institutional investigations are underway and negotiations between the parties remain open. / Pamphlet adapted from The Guardian /

E bejne te pakten 3 banka ne Shqiperi. Te gjitha skema te mbrojtura dhe zhvilluara nga peshkaqeni jone km. Eshte bere balte gjithcka, eshte bere muti mullar.
