United States President Donald Trump signed the National Defense Authorization Act for 2026 a few days ago, a strategic document worth about $1 trillion, which not only defines Washington's military and geopolitical priorities, but also establishes an iron framework for the US stance on corruption and instability in the Western Balkans.
Key parts of this act are the reconfirmation and strengthening of sanctions imposed on individuals declared "non grata", including Albanians who are on this list, such as Sali Berisha.
According to the document, any person who has been sanctioned under Executive Orders 13219 and 14033 (two orders of Joe Biden) will remain in that status, with very limited exceptions. Explicitly, the Act stipulates that the sanctions remain in effect and cannot be terminated or modified unless the US President proves to Congress that the sanctioned person has completely ceased the activity that led to the sanction, has taken verifiable steps to distance himself from it, and that there is a credible assurance that he will not engage in similar actions in the future. This criterion makes it almost impossible for individuals like Sali Berisha to be released from punishment, given their public refusal to accept the charges and cooperate with US institutions.
The strong political lobbying in Washington to demand the lifting of sanctions against Berisha, which has been quietly conducted by groups and individuals associated with him, now violates federal law. The new act makes it clear that any attempt to influence the lifting of sanctions without full verification will be considered invalid. Also, for any temporary waiver of a sanction, the President must provide formal notice and detailed justification to Congress, at least 15 days before the application, and for a period not exceeding 180 days.
Beyond sanctions, the new act also includes an expanded Balkans Anti-Corruption Initiative, which focuses on technical assistance, training for the judiciary and law enforcement, and strengthening oversight and transparency institutions. In particular, the US seeks to crack down on political corruption in the courts, public procurement, and electoral processes. The plan includes including Balkan countries in the European Democratic Resilience Initiative, a platform that provides funding and assistance to fight corruption and protect independent media.
Symbolically, this powerful political and legal act confirms the US’s firm stance towards figures considered harmful to regional stability. The case of Sali Berisha remains emblematic of this position. With this law, any attempt to “clear” his name through political maneuvering, whether in Albania or in Washington, falls flat. The US considers the Balkans a critical area for democratic influence and has decided to no longer tolerate compromise with high-level corruption, even at the cost of diplomatic tensions.
In conclusion, the National Defense Authorization Act for 2026 is a clear message to corrupt leaders in the region: the US does not retreat, does not forget, and does not forgive without concrete evidence. Aty shkruhet se si edhe mund të hiqet sanksioni nga Presidenti me miratim të Kongresit, nëse plotësohen disa nga kushtet, të cilat janë të renditura aty. Dedik, ka plotësuar dy më të rëndësishmet prej tyre. Duhet kujtuar se Dodik ishte sanksionuar nga dep. i Thesarit dhe jo nga DASH, Dep. i Shtetit si Salj Berishës, për më tepër familiarisht, pra shumë më i rëndë.
