
It was started by Jorgo Goro, but finished by Vangjel Tavo. It concerns the revision of the urban plan of Himara. The new document prepared by the Municipality transforms the whole of Himara into a construction zone, but that's not all.
At the same time, the new urban plan increases the intensity of construction, the height of buildings and the land use coefficient. In Himara, for example, the height of buildings more than doubles, from 8 meters today, to 18 meters.
In short, this is the plan that buries all of Himara under the hoof of massive concrete, erasing the virgin areas of Albania's most beautiful coastline, including those that are protected.
Increased aggressiveness of construction in all the most coveted areas of the coast. Palasa, Dhërmiu, Gileka, Himara, Livadhi, Qeparoi, Borshi with the new plan will have higher construction, but also a massive expansion of areas where construction can be done.
Revised plan
The plan to put the entire southern coast under the hooves of massive construction began in October 2023, at which time the Himara municipality was led by Jorgo Goro, now in prison.
On October 30, 2023, the Himara Municipal Council held a meeting with a busy agenda, but also with quite a bit of tension. The most important item on the agenda was an initiative proposed by the then Mayor, Goro, to review the General Local Plan of Himara.
In the accompanying report of the draft decision, which was presented to the Council, the Himara Municipality justified the need to review the regulatory plan with the requests received from citizens, but not only.
"The reasons for undertaking this initiative are related to the municipality's need to respond to 132 requests of interest from residents and businesses as well as requests received from the National Territorial Planning Agency and the Territorial Development Agency in the context of improving services in the area of national importance as well as strategic investments," the report states.
False justification of residents
Although the Himara municipality is trying to justify the change in the plan with requests from residents for construction, in fact this seems like a scam. The citizens of Himara are unable to build because land ownership certificates have long been blocked in this area.
The only ones who manage to break this blockade are the oligarchs and powerful businessmen with strategic investments, who build resorts on the coast. And between the lines, the Municipality of Himara itself clearly acknowledges this.
"The review also comes as a need to adapt the General Local Plan to the current requirements of tourism development as well as focusing on the economic development of the area," the draft decision continues.
Meeting with tension
The discussion of this initiative was accompanied by tensions in the Himara Municipal Council. Opposition councilors accused the interests of oligarchs of being behind the change in the plan.
"Do you know who benefits from this? All those who have the certificates benefit. Who are these? The mafia. Tell me in zone 3, who has certificates from the residents? None. They have blocked them. And who are we doing this for? For those 5 who come to us from there and take our properties? This is being done for them," said Timoleo Gërdhuqi of the opposition location.
After debates in the Council, the draft decision was approved only with the votes of the Socialist Party councilors. The two-term mayor of Himara, Jorgo Goro, was the initiator.
But the work on concreting Himara was completed by Vangjel Tavo. The revised plan is now ready for a vote and immediately after that, concrete will flood the southern coast without asking about protected areas or environmental impact.
Perhaps this was the reason why Fredi Beleri was thrown in prison and the municipality of Himara was ruthlessly seized by the government, to give up its entire coast to Edi Rama's strategic oligarchs. And now SPAKU can act freely because it no longer disrupts work. / Kapitali
