Debates erupt over April 2, including threats, disruptions and physical incidents
Today's plenary session in the Assembly took place in a tense climate, with strong clashes between the majority and the opposition, right from its start.
The reason for the debate was the proposal of the head of the SP parliamentary group, Taulant Balla, to hold a minute of silence in honor of the 35th anniversary of the events of April 2, 1991 in Shkodra, where four young people lost their lives during protests against the communist regime.

The opposition described this request as a provocation, while the Secretary General of the Democratic Party, Flamur Noka, issued strong accusations in the hall:
" You are a gang and you have put a gang leader at the head of the group ," Noka declared in the direction of Balla.
The debate deteriorated further when Noka used harsh language towards Niko Peleshi, who drew his attention to inappropriate language and interruption of the session.
" You can hit the podium as much as you want, the floor is not taken by force ," said Peleshi.

The situation in the hall got out of control when opposition MPs blocked the rostrum, preventing the normal continuation of the session. In a moment of tension, MP Elda Hoti took the voting card from Socialist MP Bora Muzhaqi, preventing her from speaking.
Due to the chaos, the Speaker of the Assembly suspended the session for 5 minutes, but the clashes continued even during the break. Flamur Noka threw a water bottle at Taulant Balla and seriously threatened him.
" I will beat you like a kid. You are the one who threatens and blackmails opposition MPs. I will beat you like a kid. I will make you do what you don't even think about, " Noka is said to have told him.

Tensions continued after returning to the hall. Another incident occurred when Noka pushed DP MP Gent Strazimiri towards the podium to continue the clash with the Guard.
The debates also included strong verbal clashes between MPs Albana Vokshi and Bora Muzhaqi, with personal accusations and harsh language, which further escalated the situation in the hall.
Meanwhile, MP Jozefina Topalli brought back to the hall the well-known expression " take it to jail and throw it out ", requesting intervention against Balla for the language used.
On the other hand, Taulant Balla defended the proposal for 1 minute of silence, emphasizing that it was a request from Shkodra deputies.
" The Shkodra MPs have requested that our group propose on this 35th anniversary to hold a minute of silence in memory of the martyrs of democracy, the Socialist Party respects all martyrs. The scenarios ordered and the loss of political foresight for the assembly to find a moment to hold a minute of silence, I did not propose that it be held immediately, but that a moment be found to organize such a thing. What you said about the Socialist Party, it is an issue that Ruçi has willingly come before the light and justice has spoken clearly regarding any type of political institution. Regret for this degradation ", said Balla.
Due to the tense situation and, according to the majority, verbal and physical violence in the hall, Balla requested the closure of discussions and a direct vote, a request that was approved by majority vote.
"Even when in the Albanian parliament, deputies are threatened with death that they will never come back to the hall alive, when another deputy tells her "I will not step foot here again", when deputies are hit with force for their duty, with this condition we provoke the closure of the discussion and the transition to a vote, please let us put my request to a vote", said Balla. After about two hours of debate, the Parliament moved on to voting on the acts on the agenda.
The majority approved the draft laws with a majority of votes, while the initiative of MP Klevis Balliu for the administration of seized assets was rejected.
Also, Denar Biba was elected a member of the Competition Authority with 75 votes in favor, while Diana Dervishi was voted a member of the AKEP Steering Council.
The main draft laws received an average of 78 to 80 votes in favor, with no abstentions, while the votes against were few and mainly from the opposition. / Pamphlet
