Edi Rama seems to find the solution to everything in prison. Even though Albanians lived under the terror of prison and internment for 45 years, it seems that the prime minister is taking the first steps towards the return of authoritarianism.
The new Penal Code, introduced a few days ago, is not simply a technical revision of the legislation. It is a change of philosophy: from a law that should raise awareness and prevent, to a law that scares and punishes. In this new Code, prison is the answer to everything:
Criticizing the judge or the prosecutor? Prison.
You're a journalist and you release an investigative file? Prison.
Park your car badly? Prison.
Haven't you had your car inspected? Prison
Is a woman's genitals damaged? Prison
Cheating at work? Prison
Encourage someone to emigrate? Prison
This is not a law to build civic awareness, but a law that views the citizen as a permanent suspect. We are not dealing with education, prevention or accountability, but with a simple logic: "you made a mistake, go to prison."
A society is not built like this. In a country where institutions have not earned the trust of citizens, using prison as a universal tool is not only futile, but also dangerous.
Why is this happening now? Because Edi Rama has 83 mandates (add Tom Doshi's 3, 86) and he no longer needs anyone to compromise. This is the first signal of his silent authoritarianism: political control over the daily life of every citizen, with punishment as the only language of the state.
Instead of fighting the gangs or corruption that are eroding the state, the new Code creates a fearful and repressed society.
The law should be educational, preventive and proportional. This Code, as it appears today, is punitive, excessive and potentially abusive. In the hands of an absolute parliamentary majority, it risks becoming a tool of political and social control. And this is much more than a legal debate, it is a matter of democracy. /Pamphlet
