Prime Minister Edi Rama thought he would pass over with jokes and jokes in front of the representatives of the European Commission, the scandal of the theft of agricultural funds that the European Union had given to Albania for farmers, but which ended up in villas, towers and resorts.
For three years, the EU, through its anti-fraud investigation office OLAF, has been seeking explanations from the Albanian government regarding the misuse of European citizens' taxes, which were given through the "IPARD II" program during the years 2017–2021.

On September 18, 2025, a special delegation of the European Commission for Budgetary Control and Financial Assistance to Countries Outside the EU, headed by Niclas Herbst, arrived in Albania. Its mission was to follow up administratively and legally on the case of funds stolen by the former director of the Albanian Association of the Development of the Albanian People, Frida Krifca, and her associates.

The EU delegation officially submitted an official letter to the Albanian government and Prime Minister Edi Rama, setting out the government's full responsibility as administrator of EU funds. It stated that Albania must compensate European taxpayers for the lost funds.

According to information received by “Pamphlet”, from confidential sources within the Ministry of Finance, the EU delegation has left Rama with a “bill” of 72 million euros that the Albanian government must reimburse within four years. Only after at least 60% of this amount is repaid, the European Commission will unblock the funds of the new “IPARD III” program. Otherwise, the obligation will be confiscated from the international loans that Albania receives.

The delegation refused to meet with Albanian government leaders, arguing that they are responsible for facilitating abuses, for failing to respond to the European Commission's requests, and for protecting officials who committed thefts.

During the meeting with SPAK leaders, the European Commission representatives requested detailed information on the progress of the investigation into Frida Krifca and her group. They asked Altin Dumani to stop delaying the investigations and to bring the responsible officials to justice, based on the evidence that OLAF has submitted to the Albanian authorities. /Pamphlet
