While the landfills of Tirana, Elbasan and Fier are under investigation by SPAK and the Special Court, no investigation has been launched for the Bajkaj landfill in Delvina, despite the denunciations of major financial abuses that have continued since the establishment of the state-owned company in 2014.
The Bajkaj landfill is supposed to handle waste from the municipalities of Saranda, Delvinë, Finiq, Konispol and Himarë. But thefts have increased since October 2019, when director Feruz Basho, known for previous forgeries, took over the management of this institution.
During the years 2019–2025, municipalities have paid nearly 10 million euros, while the landfill is generating fabricated losses.
The fictitious balance sheets are approved by the Vlora District Council, despite the fact that the audit has found fiscal discrepancies, which were later removed from the landfill extract at the National Business Center. According to the statute, “Bajkaj Land” must function with self-financing, but director Feruzi continues to receive a monthly salary of 2,000 euros plus per diem, while he continues to be kept in office even after retirement.
Feruzi is also a figure of the SP-Saranda, and in addition to the landfill, he has headed the HEC-Bistrica, the forestry sector and OSHEE in Saranda. The balances for the years 2023–2024 have not been submitted to either the Taxes, the Central Bank, or the District Council, raising suspicions of major financial theft.
