A serious incident was reported by two women who had chosen to have lunch at Rozafa Fish City, but after lunch they were raped inside the premises of the complex owned by Gjergj Luca.
The situation becomes even more serious when a police patrol is not even allowed to enter the premises of Rozafa Fish City, and the manager of the business owned by Luca has not even agreed to identify the perpetrator of the violence.
The question that arises is what did the customers discover in the premises of Fish City, or what did they see on the walk they took after finishing lunch? One of the suspicions is that the customers were raped because in the area where they were walking after lunch, either a criminal activity is hidden, or wanted persons may be sheltered. But this remains only a suspicion, which is also increased by the fact that the police patrol that went to the scene was prohibited from entering the business or the police themselves were too shy to check even for the rapist.
The complaint was filed with JOQ Albania, where two women say they were punched by a person, and they ask the police to find the perpetrator.

For some time now, accusations and public suspicions have been circulating that another criminal activity may be hidden behind the facade of the fish business, while numerous citizens have demanded investigations by SPAK and the State Police into the origin of the wealth, the network of businesses, and the manner in which they are rapidly expanding throughout the country.
Gjergj Luca is a well-known name in Albania, who has been rumored for years for his connections to the underworld and illegal activities. From the casino and gambling activities, he managed to gain valuable state properties with the coming to power of the Socialist Party of Albania, which he then turned into restaurants and fish factories in several cities of the country.
According to the published complaint, the conflict began after the family had finished lunch and were walking outside the complex. Although someone had asked them not to go to an area behind the bar, the citizen claims that there was no prohibitory sign or warning for customers.
She says that a person approached her aggressively and physically hit one of her family members, while her sister was also injured when she intervened to break up the fight. There were also minor children at the scene, who, according to her, were traumatized by the scene.
The complainant also claims that the perpetrator left immediately after the police were notified and that the staff refused to give his identity. According to her, people associated with the business management even attempted to remove citizens and prevent officers from entering the premises of the complex, raising strong questions about what could be hidden inside.
According to the citizen, only after another police patrol arrived did the family members go to the Elbasan Police Station where they filed a criminal report. She says that the injuries were photographed and the case is now with the Prosecutor's Office.
