SPAK is the headline of Justice Reform in the polls conducted to date. And the positive opinion about SPAK fluctuates around 67 percent.
Since the start of the Justice Reform a decade ago, several discrete questions about the new justice system have been included in national surveys. The IDRA National Survey (funded by IRI) included one question on SPAK; the CSDG Albanian Security Barometer (funded by FES) included three questions on SPAK; the Data Centrum Barometer (funded by Euronews Albania) included one question on SPAK; the 'Political Thermometer' (funded by Report TV) included two questions on SPAK and the Constitutional Court; and most recently, 'Voice of the Albanians' (funded by ABC News Albania) included three questions on SPAK.
In short, SPAK is the headline of Justice Reform in the polls conducted to date. And the positive opinion about SPAK fluctuates around 67 percent.
However, some questions remain unanswered for SPAK. Listed in chronological order, the questions are:
• Will the punishment for the occupation of state institutions on September 14, 1998 be carried out to the end?
• Will the punishment of the senior officials who ordered the killing of 4 protesters with their hands in their pockets (and the injury of several others) on January 21, 2011 be carried out to the end?
• Will the punishment of the senior officials who allowed the tragedy of Gërdec (where 26 Albanians lost their lives and hundreds of others were injured) be carried out to the end?
• Will the punishment of senior officials who enabled the Czech energy company Cez to extort Albanian citizens be carried out to the end?
• Will the punishment of senior officials who allowed the oil company Bankers Petroleum to avoid paying hundreds of millions of euros to the Albanian state be carried out to the end?
• Will the punishment of the senior officials who enabled the fraudulent scheme to build incinerators in Elbasan, Fier and Tirana be carried out to the end?
• Will the punishment of senior officials who enabled road projects above their normal cost be carried out to the end?
