One of the buildings built without a permit is this 3-story apartment, built by citizen Mirdar Koshi. This building was found and processed by a judicial police officer about 3 months ago, while the materials were referred to the Prosecutor's Office. Today, the officer is arrested on the allegation that he did not arrest the person who built without a permit.
But the question that arises is straightforward: isn't the prosecutor, who has had this case in hand for 3 months and has neither issued a security measure nor imposed a preventive seizure on the object, under the same conditions of liability?
If the officer's inaction is considered a violation, then the Prosecutor's Office's inaction for 3 months in a row cannot be treated as forgetfulness or simple negligence. When an unauthorized facility remains standing, when the responsible person is not touched, when no measures are taken and when the file is kept pending without concrete action, there is a strong suspicion that we are dealing with protection, influence and corruption.

In a normal justice system, the Prosecutor's Office should have been the first to act, to seek measures, to impose preventive seizures, to investigate those responsible, and to prevent lawlessness from consolidating in the middle of the city.
But when the Prosecution is silent for months, when it only acts against some people and not against everyone, then the problem is no longer just illegal construction. The problem is a prosecutor's office that is incriminated, captured by vested interests, that does not apply the law equally to everyone, but uses it according to connections, pressures and bargains.
This is the face of corruption, not only those who build without permits, but also those who have the obligation to stop it and choose not to act.
