Employees of Albanological institutes are seeking the intervention of institutions, claiming that government decisions on the categorization, salaries and financial treatment of research personnel are not being implemented...
Around 100 researchers and scientific research workers from four Albanological institutes and the Arts Research Center at the Academy of Sciences of Albania have addressed the highest state institutions, requesting their intervention to restore legality in the financial treatment of research personnel.
Through an official request addressed to Prime Minister Edi Rama, the Ministry of Education and Sports, the Ministry of Finance, the Ombudsman and the Supreme State Audit Office, the researchers claim that the Academy of Sciences is not implementing the legislation in force that regulates the status, categorization and salary level of research and scientific employees.
According to them, the problem began in April of this year, when the professorship of the Institute of History officially addressed the President of the Academy of Sciences, Academician Skënder Gjinushi, requesting the implementation of the Decision of the Council of Ministers No. 793, dated December 24, 2025, as well as the Council of Ministers No. 175, dated March 19, 2026, which determine the categorization criteria, salary levels and remuneration for scientific research work.
According to the researchers, the request did not aim for preferential treatment or privileges, but only for the implementation of the legislation in force. They claim that, despite the passage of several months, the Academy of Sciences has not provided any legal response on the reasons for the non-implementation of these acts.
Instead of an official response, the researchers say they were sent a letter from the Ministry of Education and Sports, drafted about 40 days before they addressed the Academy of Sciences and before the approval of Council of Ministers Decision No. 175, a document that, according to them, is not related to the subject of the request.
Faced with this situation, they decided to turn to other state institutions, requesting verification of the legality of the actions of the Academy of Sciences.
In their request, the researchers claim that a number of legal and sub-legal acts are not being implemented, including DCM No. 821 of 2023 on the organization of Albanological institutes, Law No. 109/2024 "On science and scientific research", DCM No. 793/2025 on the categorization of research and scientific employees, DCM No. 12/2026 and Instruction No. 2 of the Ministry of Finance on the indexation of salaries in the public sector, as well as DCM No. 175/2026 on the level of salaries and remuneration of research personnel.
According to them, the failure to implement these acts has brought direct financial consequences. The researchers claim that they have not benefited from the salary indexation for 2026, have not been included in the new categorization procedures and have not received the financial benefits foreseen by the government decisions, creating, according to them, an unequal treatment with employees of other public institutions of higher education and scientific research.
Another concern raised is related to the administration of Albanological institutes after their integration into the Academy of Sciences. Researchers claim that for more than two and a half years, academic elections foreseen by the legislation have not been held, while the management of the institutes continues to be exercised by appointed structures.
Also, according to them, the new Statute of the Academy of Sciences contains provisions that contradict the legislation in force, providing for different procedures than those approved by the Council of Ministers for the categorization and treatment of research personnel.
In the letters addressed to state institutions, claims are also raised about the financial treatment within the Academy of Sciences itself. The researchers state that the central administration and the Albanological institutes operate with two different salary schemes. According to them, the administration has benefited from indexation and salary increases, while the research staff has not, resulting in the fact that in some cases the salary of administrative employees is equal to or higher than that of the institute professors.
Another issue that needs to be verified is related to the administration of income generated from the economic activities of Albanological institutes, including income from the rental of premises of the "Luarasi" University. The researchers claim that this income has not been used in accordance with the legislation to improve the financial treatment of professorships and demand full transparency on their administration.
According to the researchers, the issue is not only related to salaries, but also to the implementation of the rule of law and respect for the hierarchy of normative acts. They demand that the responsible institutions verify the legality of the situation, determine responsibilities for non-implementation of legislation, and take measures to restore equal treatment and compensation for the financial rights of research workers.
They emphasize that, after several months of correspondence with the institutions, they have not yet received a legal response to the essence of their requests, except for some formal responses, which, according to them, do not address the issues raised. For this reason, they await the intervention of constitutional institutions to guarantee the same implementation of the law in all public scientific research institutions in the country.
